I don't think anyone is surprised. There hasn't been a more obvious case since Bonnar at UFC 153. Not only was Le jacked but he didn't seem to care. It was like he was showing off.

Gotta hand it to him, he called it. I am also sure he is privy to who is on the dope and who is not. I remember him saying on twitter once that he knows for a fact that TRT/PEDs make you a better fighter because he has seen the change in fighters who get on them.
